It shall be the duty of the said Commissioner:

1st. To promote harmony between industry and labor.

2nd. To collect, systematize and report statistical details relating
to all matters within the jurisdiction of the department. Within the
Department of Labor and Industry there shall be a Division of Re-
search and Information which on behalf of and under the Com-
missioner of Labor and Industry shall administer this duty. As early
in the calendar year as is reasonably possible the Commissioner
shall prepare and deliver an annual report to the Governor and the
members of the General Assembly, IF REQUESTED, showing with
respect to the preceding calendar year, the various activities of the
Department.

3rd. To encourage, promote and develop the welfare of wage
earners. , to improve working conditions and to provide opportunities
for profitable and safe employment.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal Sections 44 through 48 of Article 48 of the Anno-
tated Code of Maryland (1965 Replacement Volume), title "In-
spections", subtitle "Tobacco", and to repeal Section 59 (c) of said
Article of the Code, subtitle "State Tobacco Authority", and to
enact in lieu thereof new Sections 59 (c), (d) and (e), to stand
in the place of the section so repealed, amending the law regard-
ing the keeping of records and reports of auction sales of leaf
tobacco in Maryland, placing authority in and providing for re-
porting of sales to the State Tobacco Authority rather than the
Maryland State Board of Agriculture.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 44 through 48 of Article 48 of the Annotated Code of
Maryland (1965 Replacement Volume), title "Inspections", subtitle
"Tobacco", be and they are hereby repealed.

Sec. 2. And be it further enacted, That Section 59 (c) of the said
Article of the Code, subtitle "State Tobacco Authority", be and it is
hereby repealed, and that new Sections 59 (c), (d) and (e) be and
they are enacted in lieu thereof, to stand in the place of the section
so repealed, and to read as follows:

(c) It shall be the duty of every person, firm or corporation en-
gaged in the business of selling leaf tobacco on or through any
