system, lights, glass, windshield wipers, bumpers and proper wheel
alignment, wheels, wheel lugs, fenders, floor pans, hood and hood
catches,
and gas tank meeting the standards therefor as fixed and
determined by the Department. The Department is authorized to
promulgate such standards by means of rules and regulations.

433.

(a)   On and after January 1, 1966, whenever any registered dealer
which is approved under this subtitle sells any used motor vehicle,
it shall attach a certificate to a window of the vehicle. Whenever any
other person shall sell or transfer [, except to a member of the imme-
diate family of the seller or transferor,] a used motor vehicle, he
shall obtain a certificate from such dealer or facility authorized under
this subtitle to issue such certificate, which shall be issued without
charge and shall be attached to a window of the vehicle. The certifi-
cate certifies that the vehicle meets or exceeds the minimum stand-
ards for equipment and mechanisms prescribed under this subtitle.
Upon making application for transfer of title for the vehicle, the
purchaser shall remove the certificate from the vehicle and present
it to the Department at the time of making application for a new
title for the vehicle.

(b)   Any person who makes, issues, alters or knowingly uses any
imitation, [or] counterfeit or altered [of a] certificate or who
attaches or causes or permits to be attached upon any motor vehicle
a certificate knowing it to be fictitious or issued without the equip-
ment and mechanisms having been inspected for compliance with this
subtitle is guilty of a misdemeanor.

436.

(d)  It shall be a misdemeanor for the licensee to fail to surrender
to the division the license and all pertinent paraphernalia upon
suspension or revocation of such license.

(e)  Any person who materially alters or changes any equipment
or mechanisms of a motor vehicle that has been certified to comply
with this subtitle is guilty of a misdemeanor.

(f)  Any person who wilfully violates any of the rules and regu-
lations approved by the Department of Maryland State Police and
the Department of Motor Vehicles pertaining to the inspection pro-
cedures, standards and the inspection station requirements is guilty
of a misdemeanor.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
