oaths and declaration and file said approved bond, his office shall be
deemed vacant. Justices of the Peace in Baltimore City shall not be
required to file a bond as provided in this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(Senate Bill 340)
AN ACT to repeal and re-enact, with amendments, Sections 430 (b),
431, 433 (a) and 436 (b) of Article 66½ of the Annotated Code
of Maryland (1966 Supplement), title "Motor Vehicles", subtitle
"Safety Standards for Motor Vehicles", and to add new Sections
436 (d), 436 (e) and 436 (f) to said Article, title and subtitle of
said Code, to follow immediately after Section 436 (c) thereof,
revising the laws relating to the inspection of automobiles to re-
quire the surrender of revoked dealers' licenses and related mate-
rials and making noncompliance with such provisions unlawful, to
extend inspections to include additional equipment, to expunge
certain exemptions from certificate requirements, to make unlaw-
ful the alteration of certificates and any violation of the rules and
regulations relating to the inspection of automobiles approved by
the Department of Motor Vehicles and the State Police.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 430 (b), 431, 433 (a) and 436 (b) of Article 66½ of
the Annotated Code of Maryland (1966 Supplement), title "Motor
Vehicles", subtitle "Safety Standards for Motor Vehicles", be and
they are hereby repealed and re-enacted, with amendments; and that
new Sections 436 (d), 436 (e) and 436 (f) be and they are hereby
added to said Article, title and subtitle of said Code, to follow imme-
diately after Section 436 (c) thereof; and all to read as follows:
430.
(b) The Division shall inspect and approve registered dealers and
approved facilities for ability to make inspections and corrections
of equipment and mechanisms and shall issue licenses to qualified
registered dealers and approved facilities. The license shall authorize
the registered dealer or approved facility to attach certificates to
vehicles upon the request of the seller of a used motor vehicle and
to inspect and correct equipment and mechanisms for a vehicle for
which a warning of defective equipment and mechanisms has been
issued. The Division is authorized to suspend or revoke for cause
licenses issued to approved dealers or approved facilities [.] and to
require the surrender of such license and all pertinent paraphernalia
upon suspension or revocation of such license.
431.
Every motor vehicle operated on the highways of the State shall
be equipped with brakes, steering, horn, door handles, tires, exhaust
