Annotated Code of Maryland (1965 Replacement Volume), title
"Governor—Executive and Administrative Departments," subtitle
"The Executive Department," subheading "Special Policemen," to
follow immediately after Section 60 thereof, and to read as follows:
60 A.
Upon the application of the highest official or governing body of
any public institution, including but not limited to any public hospital,
college or university, owning, operating, maintaining or having
jurisdiction over property within this State, THE UNIVERSITY
OF MARYLAND OR ANY OF THE STATE COLLEGES, the Gov-
ernor or any officer, council, or agency to whom or which he may
delegate his powers and duties under this section, hereinafter re-
ferred to as the appointing authority, may appoint and deputize as
special policemen, with the powers and duties hereinafter prescribed,
such number of persons designated in the application as may be
deemed necessary for the additional protection of such property, and
the keeping of the peace thereon. Any special policemen heretofore
appointed and presently serving such public institutions pursuant to
other statutory authority shall henceforth be considered as appointed
hereunder and bound solely by the provisions of this section, except
that this section shall not apply to any policemen appointed pursuant
to Article 59, Section 30, of this Code, or by any political subdivision
of this State.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 463
(Senate Bill 294)
AN ACT to repeal and re-enact, with amendments, Section 34 of
Article 15A of the Annotated Code of Maryland (1957 Edition
and 1966 Supplement), title "Budget and Procurement", subtitle
"Purchases", to provide that any State agency receiving more
than half of its annual operating expenses from a political sub-
division of this State shall not only be subject to the purchasing
laws and regulations of such political subdivision, but also to the
budget and fiscal procedures of such political subdivision.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 34 of Article 15A of the Annotated Code of Maryland
(1957 Edition and 1966 Supplement), title "Budget and Procure-
ment", subtitle "Purchases", be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:

A department, board, commission, office, court, bureau, or other
agency of the State government which receives more than one half
of its regular annual operating expenses from a political subdivision
