(4) In case of disobedience of any subpoena; or the contumacy
of any witness appearing before the Comptroller or his duly author-
ized agent or representative, the Comptroller may apply to the Cir-
cuit Court of any of the counties or to the Baltimore City Court for
am, Order. Such Court may thereupon issue an Order requiring the
person subpoenaed to obey the subpoena or to give evidence or pro-
duce books, accounts, records, papers and correspondence touching
the matter in question. Any failure to obey such order of Court may
be punished by such Court as a contempt thereof.

(e) [Provided, however, that a] Any law or part of a law under
which the State [Tax Commission] Department of Assessments and
Taxation
has exercised or may exercise any authority similar to
that conferred upon the [State] Comptroller of the Treasury by
this section be and it is hereby repealed to that extent, it being the
purpose of this section to concentrate in the office of the [State]
Comptroller of the Treasury the power to supervise the issuance of
all licenses issued by the clerks of the several courts of this State,
and that this power shall be exercised by no other official, and pro-
vided further, that this section, insofar as it relates to restaurant
or eating places, shall not apply in Montgomery County.

Sec. 2. And be it further enacted, That new Section 11A be and
it is hereby added to Article 56 of the Code, to follow immediately
after Section 11 thereof, and to read as follows:

HA.

(a)  Licenses shall be displayed as follows:

(1)  Whenever a particular place for transacting business for
which a license is obtained is specified in the license, the license must
be prominently displayed on the premises for which the license is
issued.

(2)  Whenever a license is issued for any coin-operated machine,
WHEREVER PRACTICAL the license, metal tag or stamp shall be
affixed to the machine in such a manner as to be clearly visible to the
persons charged with the enforcement of the provisions of this
article.

(3)   Whenever any license is issued for a vehicle, the license must
be on the vehicle.

(4) The failure to properly display any license in accordance with
this section shall subject the licensee to the same penalties and other
remedies as are provided in this article for the failure to obtain
such license.

(b)   Whenever any coin-operated device subject to the provisions
of this article is found without the license, tag or stamp required
by this article or whenever any cigarette vending machine is found
in any place of business in which a proper cigarette license is not
prominently displayed, the Comptroller or his duly authorized agent
shall seal such device or machine until such time as the violation is
corrected in the presence of the Comptroller or his duly authorized
agent,
, SUBJECT TO THE CONDITIONS SET FORTH IN SEC-
TION 74 OF THIS ARTICLE.
