be prominently displayed AND ATTACHED TO MACHINES, and
to provide penalties for licensees who fail to do so, and to provide
for the sealing of unlicensed devices and machines.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section SECTIONS 11 AND 74 of Article 56 of the Annotated
Code of Maryland (1964 Replacement Volume), title "Licenses",
subtitle SUBTITLES "Mode of Issuing—General Provisions" , AND
"TRADERS", RESPECTIVELY, be and it is THEY ARE hereby
repealed and re-enacted, with amendments, to read as follows:

11.

(a)  The Comptroller of the [t] Treasury be and he is hereby
authorized and directed to appoint some suitable person who shall
be attached to his office and who shall be designated as chief in-
spector of State licenses; and the Comptroller of the [t] Treasury
be and he is hereby further authorized to appoint three or more
assistant inspectors of State licenses; the compensation of said chief
inspector and said assistant inspectors to be fixed in the budget to
be submitted by the Governor of Maryland and enacted by the Gen-
eral Assembly of Maryland, [and]

(b)  [t] The Comptroller of the [t] Treasury is hereby authorized
and empowered to superintend the issuance of all licenses by the
clerks of the several courts of this State, and he is further em-
powered to investigate, through the said inspectors to be appointed
under this section, the adequacy of all licenses applied for and issued
by the clerks of the several courts of this State to the end that all
persons, firms and corporations required to procure licenses under
the laws of this State shall procure the same according to the laws
thereof, and the said inspectors, with the approval of the Comp-
troller of the [t] Treasury, shall institute proceedings for the prose-
cution of all persons, firms or corporations failing to procure a license
or a license for an adequate amount, said prosecution to be in ac-
cordance with Section 9 of this article, and the Comptroller of the
[t] Treasury is hereby empowered to have general supervision over
the license laws of this State.

(c)   The Comptroller of the Treasury is authorized to make, adopt,
and amend such rules and regulations as he shall deem necessary to
carry out the provisions of this article and to define any terms used
herein.

(d)  For the purpose of enforcing the provisions of this article
the Comptroller or any duly authorized agent or representative
designated by him:

(1)  May conduct investigations and hold hearings concerning
any matter covered by this subtitle at any time or place within the
State of Maryland.

(2)  In the conduct of any investigation or hearing, may require
by subpoena or summons the attendance and testimony of witnesses
and the production of any books, accounts, records, papers and
correspondence relating to any matter, which the Comptroller is
authorized by this subtitle to determine.

(3)  May sign subpoenas, administer oaths and affirmations, ex-
amine witnesses and receive evidence.
