a deputy treasurer, who shall give such bond to the treasurer as the
said treasurer may require, and shall receive an annual salary as
such deputy treasurer, to be fixed by the treasurer and County
Commissioners, payable in monthly installments.
In the absence or incapacity of the treasurer of Harford County,
for any reason, the deputy treasurer shall have full right, power and
authority and it shall be the duty of said deputy treasurer, to sign
and execute any instruments and to otherwise act for and in behalf
of the said treasurer of Harford County with full authority and in
all matters pertaining to the office of said treasurer.
Sec. 2. And be it further enacted, That nothing in this Act shall
be construed or applied to affect or change the salary of the County
Treasurer of Harford County who is in office on the effective date of
this Act, for the remainder of the term in which he then is serving.
This Act shall take effect only as to the term of the County Treasurer
of Harford County which begins next after the effective date of
this Act.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1967.

(House Bill 353)
AN ACT to repeal and re-enact, with amendments, Section 228 (d)
of the Code of Public Local Laws of Harford County (1965 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County," subtitle "County Commissioners," to
change the number of members required for a quorum of the
Harford County Economic Development Commission.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 228(d) of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
228.
(d) The Commission shall meet monthly and shall hold special
meetings at the call of the chairman or of any three members of the
Commission. The Commission shall adopt such rules and regulations
as it may deem necessary to govern its procedure and business.
[Seven] Five members shall constitute a quorum. The Commission
shall submit to the Board of County Commissioners of Harford
County an annual operating budget for the fiscal year for the
approval of the County Commissioners, and the County Commis-
sioners shall provide such funds as they may approve. The Com-
mission is empowered to employ such employees as its business may
