Whereas, said amount of $500,000 was duly dedicated and held
in a subaccount in the Annuity Bond Fund for the stated purpose;
and
Whereas, there has not been a decline in the assessable basis
sufficient in any year since 1935 to require expenditure of any of
such funds allocated by the provisions of Chapter 91 to offset such
decline in the taxable basis; and
Whereas, all bonds issued under said Chapter 91 have now been
redeemed and retired; and
Whereas, it is desired to release said amount of $500,000 so
dedicated as aforesaid and transfer the same to the Annuity Bond
Fund Reserve to be used to pay principal and interest on the State's
current bonded indebtedness.
Section 1. Be it enacted by the General Assembly of Maryland,
That so much of the unexpended funds appropriated by the pro-
visions of Section 6(3) of Chapter 91 of the Acts of 1935 to the
Annuity Bond Account, to offset an anticipated decline in the tax-
able basis, be and the same is hereby transferred to the Annuity Bond
Fund Reserve Account to be used for the sole purpose of paying
principal and interest on the current bonded indebtedness of the
State.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1966.

CHAPTER 70
(House Bill 360)
AN ACT to repeal and re-enact, with amendments, Section 68 of the
Code of Public Local Laws of Garrett County (1957 Edition, being
Article 12 of the Code of Public Local Laws of Maryland), title
"Garrett County," subtitle "County Commissioners," to provide
that funds allocated to the Garrett County Road Board by the State
Roads Commission be paid over to the County Treasurer to be
deposited by him in a special bank account.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 68 of the Code of Public Local Laws of Garrett County
(1957 Edition, being Article 12 of the Code of Public Local Laws of
Maryland), title "Garrett County," subtitle "County Commissioners,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

The County Commissioners of Garrett County are authorized and
empowered to control and regulate the public roads and bridges in
said County, subject to the provisions of Article 89B of the Annotated
