(b) Except in the case of transfers from the joint names of hus-
band and wife to the individual name of either, or from either spouse
individually to their joint names, whenever the owner of a registered
vehicle transfers or assigns his title, or interest thereto, the registra-
tion of such vehicles shall expire unless said owner shall give to the
purchaser written permission to use said registration plates for a
period of ten days from the date of transfer; in case such permission
be not given the owner shall remove the registration plates there-
from and may have such plates and the registration number thereon
assigned to another vehicle [upon payment of a fee of one dollar
($1.00) where such motor vehicle is of less or equal horsepower,
tonnage, or chassis weight as that originally registered] in the same
classification, upon payment of a fee of One Dollar ($1.00)
; or upon
payment of the above fee of one dollar ($1.00) plus the difference
between the fee originally paid for said registration plates and that
due in case the [new] newly acquired motor vehicle be properly reg-
istered in a higher class.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 538
(Senate Bill 267)

AN ACT to add new Sections 2 (a) (14a), (17a), (21a) and (60a)
to Article 66½ of the Annotated Code of Maryland (1957 Edition
and 1965 Supplement), title "Motor Vehicles", subtitle "In Gen-
eral", to follow respectively immediately after Sections 2 (a) (14),
(17), (21) and (60) thereof; to repeal and re-enact, with amend-
ments Section 29 (a) of the said Article of the Code (1965 Supple-
ment), subtitle "Administration—Registration—Titling", to define
the following terms under the motor vehicle laws: fair market
value, immediate family, lien contract and total purchase price,
and to provide for the exclusion of designated types of transfers
of certificates of title to motor vehicles from the payment of the
excise tax levied on such transfers of certificates of title to a
motor vehicle.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 2 (a) (14a), (17a), (21a) and (60a), be and they
are hereby added to Article 66½ of the Annotated Code of Mary-
land (1957 Edition and 1965 Supplement), title "Motor Vehicles",
subtitle "In General", to follow respectively immediately after Sec-
tions 2 (a) (14), (17), (21), and (60) thereof; and to repeal and
re-enact, with amendments, Section 29 (a) of the said Article of the
Code (1965 Supplement), subtitle "Administration—Registration—
Titling", and all to read as follows:

2 (a) (14a). Fair Market Value: Shall mean the certified total
purchase price in the case of sales of new motor vehicles and resales
of used motor vehicles by new and used car registered dealers.
