such operator or owner, and unless such operator or owner, or both,
has previously given or shall immediately give and thereafter main-
tain, for a period of three (3) years, proof of financial responsibility;
provided notice of such suspension shall be sent by the Department
to such operator and owner not less than 10 days prior to the effec-
tive date of such suspension and shall state the amount required as
security.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 524
(Senate Bill 300)

AN ACT to repeal and re-enact, with amendments, Sections 6 (A),
(c), (e) and (f) of Article 14B of the Annotated Code of Maryland
(1965 Supplement), title "State Boat Act", to remove the require-
ment that the Department of Chesapeake Bay Affairs shall be the
office of record for transactions involving numbered boats and for
sums of money owing on such boats to permit the Department to
record such transactions and amounts, to remove the authority to
issue transfer certificates of numbers for boats, TO PROVIDE
FOR THE ANNUAL CERTIFICATION OF BOATS, SUBJECT
TO CERTAIN EXCEPTIONS, AND TO REQUIRE THE ISSU-
ANCE AND DISPLAY OF REGISTRATION CARDS WITH
REGARD THERETO, all under the State Boat Act, and correct-
ing an error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 6 (A), (c), (e) and (f) of Article 14B of the Anno-
tated Code of Maryland (1965 Supplement), title "State Boat Act",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

6.

(A) THE OWNER OF EVERY VESSEL REQUIRED TO BE
NUMBERED BY THIS ARTICLE SHALL FILE AN APPLICA-
TION FOR A NUMBER WITH THE DEPARTMENT OF CHESA-
PEAKE BAY AFFAIRS. THE APPLICATION SHALL BE ON
FORMS APPROVED BY THE DEPARTMENT. THE APPLICA-
TION SHALL BE ACCOMPANIED BY THE REQUISITE FEE
AND SHALL BE SIGNED BY THE OWNER, OR OWNERS, OF
THE VESSEL. ALL BOATS USED IN GOVERNMENTAL SERV-
ICE AND ALL BOATS OWNED BY ELEEMOSYNARY ORGANI-
ZATIONS THAT HAVE BEEN APPROVED BY THE COMMIS-
SION SHALL BE EXEMPTED FROM PAYMENT OF ANY
TITLE TAX.

(c) All certificates heretofore issued under the provisions of this
section in the years 1960, 1961 and 1962 shall expire on December
31, 1962. All certificates issued in the year 1963 shall be valid for a
period of not more than three years and shall expire on December
