capital improvements for the Department of Motor Vehicles and the
Department of Maryland State Police as set out herein shall be paid
from the fines and other receipts of the Department of Motor Ve-
hicles, notwithstanding the provisions of Section 341 (d-3) of
Article 66½ of the Annotated Code of Maryland (1965 Supplement)
and the cost of debt service for bonds issued for this purpose shall
not be included by the Board of Public Works in determining the
tax rate under the provisions of this Section unless the revenues
from the fines and other receipts of said Department of Motor Ve-
hicles be insufficient to provide necessary funds to pay the prin-
cipal and interest on such bonds.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 12. And be it further enacted, That, except as otherwise
indicated herein, moneys derived from the sale of Certificates of
Indebtedness authorized by this Act shall be used only for capital
improvements and for no other purpose. In determining whether
an expenditure represents a capital improvement, the Board of Pub-
lic Works shall be guided by the principle that a capital improve-
ment is an improvement, the useful life of which shall be at least
equal to the life of the bonds or Certificates of Indebtedness by
which it is financed.

Sec. 13. And be it further enacted, That this Act shall take effect
June 1, 1966.

GOVERNOR'S STATEMENT

I hereby approve Senate Bill No. 2 except for the following enumerated item
which I hereby expressly disapprove and veto in accordance with the power and
authority conferred upon me by Article II, Section 17, of the Constitution of
Maryland:

1. Section 5 (J) (O) relating to an appropriation in the amount of $70,000
for the construction of a swimming pool at Boys' Village of Maryland.

(Senate Bill 241)

AN ACT to add new Section 211 H-4 to Article 89B of the Annotated
Code of Maryland (1965 Replacement Volume), title "State Roads",
subtitle "Expenditure of Commission's Funds and Programming
and Scheduling of Highway Projects", to follow immediately after
Section 211 H-3, amending the "Twenty Year Highway Needs
Study" of the State Roads Commission to show the need for a
bridge across the Patuxent River from a point at or near Point
Patience in Calvert County to a point in St. Mary's County, and
authorizing and directing the construction thereof.
