each $100 of assessable property at the rate to be determined in the
following manner: on or before May 1, 1967, and/on or before May 1
in each taxable year thereafter, the Board of Public Works shall cer-
tify to the governing bodies of each of the Counties and Baltimore City
the rate of State tax on each $100 of assessable property necessary to
produce revenues to meet all interest and principal which will be
payable to the close of the next ensuing taxable year on all certificates
theretofore issued or theretofore authorized by resolution of the
Board of Public Works to be issued, and the governing bodies of each
of the Counties and Baltimore City shall forthwith levy and collect
such tax rate at such rate.
All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.
Sec. 7. And be it further enacted, That this Act shall take effect
June 1, 1966.
SEC. 7. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION OF
THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

(House Bill 1175)
AN ACT to repeal and re-enact, with amendments, Section 100 of
Article 2B of the Annotated Code of Maryland (1965 Supplement),
title "Alcoholic Beverages," subtitle "Hours and Days for Sale";
allowing wine to be sold in Howard County during those Sunday
hours in which beer may be sold.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 100 of Article 2B of the Annotated Code of Maryland
(1965 Supplement), title "Alcoholic Beverages," subtitle "Hours and
Days for Sale," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
100.
In Howard County, notwithstanding any other provisions of this
subtitle, licensees may sell alcoholic beverages authorized by their
licenses between the hours of 6:00 A.M. and 2:00 A.M. of the next
day, Monday through Saturday, inclusive. No alcoholic beverage
may be sold between 2 A.M. Sunday and 6:00 A.M. Monday, except
that beer and wine may be sold between 6 A.M. Sunday and 2:00
A.M. Monday.
