AN ACT to add new Section 135A to the Code of Public Local Laws
of Worcester County (1965 Edition, being Article 24 of the Code
of Public Local Laws of Maryland), title "Worcester County,"
subtitle "County Commissioners," to follow immediately after Sec-
tion 135 thereof authorizing the County Commissioners of
Worcester County to award certain scholarships to students of
medicine, and providing generally for the terms, conditions, re-
quirements and stipulations for the award and use of these scholar-
ships.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 135A be and it is hereby added to the Code of
Public Local Laws of Worcester County (1965 Edition, being Article
24 of the Code of Public Local Laws of Maryland), title "Worcester
County," subtitle "County Commissioners," to follow immediately
after Section 135 thereof, and to read as follows:
135A.
(a) The County Commissioners of Worcester County may award
two scholarships ONE SCHOLARSHIP annually to students of medi-
cine from Worcester County and to levy and pay not more than one
thousand dollars ($1,000.00) FIFTEEN HUNDRED DOLLARS
($1,500.00) TWO THOUSAND DOLLARS ($2,000.00) per year
toward the cost of tuition, board, books and other expense for each
student, but such a scholarship shall not be held by the same student
for more than four years.
(b) The County Commissioners may adopt such regulations as
they deem necessary to award and administer the scholarship pro-
gram, subject to the further provisions of this section.
(c) The scholarships may be granted to students who meet the
eligibility standards provided for in this section and who wish to at-
tend any school of medicine within or without the State of Maryland
that is recognized by the Maryland State Department of Health
AMERICAN MEDICAL ASSOCIATION, the Medical and Chirur-
gical Faculty of Maryland and the Worcester County Medical Society,
as a duly accredited school of medicine.
(d) Eligibility for a scholarship under this section is limited to
persons (1) who have been residents of Worcester County for at
least five years preceding an award for a scholarship, (2) who have
received or expect to receive within the academic year of application,
or prior thereto, a bachelor's degree from an accredited institution of
higher learning within or without the State of Maryland, (3) whose
financial needs and resources meet the requirements therefor as de-
termined by rules and regulations that may be adopted and
promulgated by the County Commissioners, which shall be so pre-
pared and applied as to assure that a definite financial need is a
prerequisite to receiving a scholarship under this section, and (4)
who furnish a surety bond to the County Commissioners, in such
amount and with such security as may be determined by the County
Commissioners, the condition of which bond is that the applicant,
