there shall be elected five County Commissioners who shall be quali-
fied voters of the County and shall have resided at least two years in
Worcester County immediately preceding their election, and shall
have been owners of and assessed with real estate in said County
for at least one year preceding their said election; and for the pur-
pose of selecting persons eligible as said County Commissioners, the
County shall be considered as divided into four Commissioners'
Districts. The first Commissioner District shall consist of Pocomoke
Election District and Atkinsons' Election District. The Second Com-
missioner District shall consist of Snow Hill District, Stockton Dis-
trict and Newark District. The Third Commissioner District shall
consist of Berlin District and St. Martin's District, the same being
what were formerly known as the three collection districts of said
Worcester County. The Fourth Commissioner District shall consist
of the Tenth Election District. One of said County Commissioners
shall be a resident of each of said four Commissioner Districts, so
that the Board of County Commissioners shall be composed always
of a representative from each of said four Commissioner Districts;
and the Fifth Commissioner shall be a commissioner at large repre-
senting the entire county and the salary of each of said Commis-
sioners shall be [seven hundred and twenty] two thousand dollars
per year, payable monthly by Worcester County. The said Commis-
sioners are hereby authorized and empowered to employ a clerk or
clerks to keep up to date the assessment records and other records
of their office, the salary of such clerk or clerks to be fixed by the said
Commissioners and to be paid by Worcester County. The said Com-
missioners shall meet at least one day in every week and shall re-
main in session so long as may be necessary to properly transact
the business of the County. In addition to the annual salary afore-
said, each of the County Commissioners shall receive the sum of
[$720] $600 annually, payable in monthly installments, to defray
the travelling expenses of said Commissioners in the performance
of their official duties.

The members of the County Roads Board for Worcester County
shall each receive in addition to their compensation as County Com-
missioners, compensation from the County at the rate of [One Hun-
dred] Two Thousand Dollars [($100.00)] ($2,000.00) per [month]
year payable monthly as members of said County Roads Board.
Each member shall receive annually an allowance of six hundred
dollars ($600.00) payable in monthly installments for travel and
expenses. Said County Roads Board shall meet on Tuesday of each
week, and as often thereafter as said County Roads Board shall
deem it necessary for the proper performance of its duties.

SEC. 2. And be it further enacted, That the provisions of this Act
shall not be construed to extend or apply to the County Commis-
sioners in office on the effective date of this Act, but the provisions of
this Act shall take effect with the next term of office.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1966.
