Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 5A be and it is hereby added to Article 26 of the
Annotated Code of Maryland (1957 Edition and 1965 Supplement),
title "Courts," subtitle "General Provisions," to follow immediately
after Section 5 thereof, and to read as follows:
5A.
In any of the courts of this State wherein the Court has discre-
tionary power to strike out a forfeiture of bond or collateral where
the defendant can show reasonable grounds for non appearance,
evidence of incarceration of a defendant at the time of the forfeiture
in any penal institution within the United States shall be a wholly
sufficient ground to strike out a forfeiture, provided return of the
defendant to the jurisdiction of the court upon expiration of his
sentence at no expense to the state, county or municipality is assured.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Section 518 of the
Code of Public Local Laws of Washington County (1957 Edition,
being Article 22 of the Code of Public Local Laws of Maryland),
title "Washington County," subtitle "Roads," to change the date
on or before which persons who own improved lands along or adja-
cent to improved public highways or roads of Washington County
must cut down and remove certain briars, undergrowth, bushes and
weeds.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 518 of the Code of Public Local Laws of Washington
County (1957 Edition, being Article 22 of the Code of Public Local
Laws of Maryland), title "Washington County," subtitle "Roads,"
be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
518.
All persons who own improved lands along or adjacent to any of
the improved public highways or roads of Washington County are
required to cut down and remove from and along such roads and
highways all briars, undergrowth, bushes and weeds on or before the
fifteenth day of [July] June in each and every year, and upon failure
of any such land owner to comply with the provisions of this section,
the County Commissioners of Washington County shall, at the expense
of said county, have such briars, undergrowth, bushes and weeds cut
and removed, and for so doing the said County Commissioners shall
be reimbursed all costs and reasonable expenses necessarily incurred,
to be recovered from the party or parties so delaying or refusing to
