Sec. 2. And be it further enacted, That this Act shall take effect

(House Bill 37)
AN ACT to repeal and re-enact, with amendments, Section 18A(b)
of Article 88A of the Annotated Code of Maryland (1965 Supple-
ment) , title "State Department of Public Welfare," subtitle "Local
Tax Contributions," clarifying a reference to the federal Food
Stamp Act of 1964 in a law relating to certain public welfare
programs and activities and to the local tax contributions therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 18A(b) of Article 88A of the Annotated Code of Mary-
land (1965 Supplement), title "State Department of Public Welfare,"
subtitle "Local Tax Contributions," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
18A.
(b) This section applies to the following public welfare programs
and activities: (1) public assistance to the needy blind (with parti-
cular reference to Sections 20 and 27 of Article 30 of this Code);
(2) old age assistance (with particular reference to Section 10 and
17 of Article 70A of this Code); (3) general public assistance; (4)
aid to permanently and totally disabled; (5) child welfare services;
(6) aid to dependent children (with particular reference to Section
56 of Article 88A of this Code); (7) any other welfare activity
financed in whole or in part by funds of the State or the federal
governments; and (8) administrative, retirement and social security
expenses for public welfare employees (with particular reference
to Sections 13(b) and 13(b-l) of Article 88A of this Code). This
section shall not apply to the program of general public assistance
to employables, the donable foods program and the federal Food
Stamp Act of 1964 or any amendments thereto, including rules and
regulations promulgated thereunder, provided, however, that nothing
contained herein shall be so construed as to compel any county or
the City of Baltimore to participate in said programs of general
public assistance to employables, donable foods or the federal Food
Stamp Act of 1964.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
