The Maryland Veterans Commission shall make such rules and
regulations as it may deem necessary for administration and dis-
bursement of such veterans' relief funds as are provided for in the
budget, and the State Service Officer, hereinafter provided for, shall
approve all bills and vouchers before payment by the Comptroller.
There shall be a committee of four SEVEN persons, to be known as
the advisory Maryland veterans committee, composed of the current
department commanders, respectively, of the American Legion, the
Veterans of Foreign Wars, the Disabled War AMERICAN Veterans
of America, and the Spanish-American War Veterans, THE WORLD
WAR I VETERANS, THE CATHOLIC WAR VETERANS AND
THE JEWISH WAR VETERANS. Members THE MEMBERS of
such committee shall serve without pay. Said AND THE committee
shall advise and work with the Maryland Veterans Commission
in the duties imposed upon them by this subtitle, but shall not be
members of the Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(House Bill 1122)
AN ACT to repeal and re-enact, with amendments, Section 118 (a)
of Article 2B of the Annotated Code of Maryland (1957 Edition),
title "Alcoholic Beverages," subtitle "Restrictions Upon Licensees,"
to provide that any licensee who sells alcoholic beverages to a
minor or intoxicated person shall be guilty of a misdemeanor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 118 (a) of Article 2B of the Annotated Code of Maryland
(1957 Edition), title "Alcoholic Beverages," subtitle "Restrictions
Upon Licensees," be and it is hereby repealed and re-enacted, with
amendments, to read as follows :
118.
(a) Generally—No licensee under the provisions of this Article,
or any of his employees, shall sell or furnish any alcoholic beverages
at any time to a minor under twenty-one years of age, either for his
own use or for the use of any other person, or to any person who, at
the time of such sale, or delivery, is visibly under the influence of any
alcoholic beverage. Any licensee who is to be charged with a violation
of this offense shall be entitled to receive a summons for his appear-
ance in court on a day certain to answer the charges placed against
him and that, EXCEPT UPON HIS FAILURE TO COMPLY WITH
SUCH SUMMONS, no warrant shall issue BE ISSUED for violations
of this subtitle nor shall the person charged hereunder be required to
post bail bond pending trial in any court of this State. Any person
violating any of the provisions of this subsection shall be guilty of a
misdemeanor and upon conviction thereof, shall suffer the penalties
