REGARDING REFUSE COLLECTION AND DISPOSAL; CER-
TAIN POWERS REGARDING BUILDING, ELECTRICAL AND
PLUMBING CODES; CERTAIN POWERS LICENSING OF
AMUSEMENT PARKS AND CERTAIN DOOR-TO-DOOR
SALESMAN; requiring public notice and hearing of action taken
pursuant to the powers herein granted, and relating generally to
certain enumerated powers of the County Commissioners of
Washington County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 3 (a), 3(r) and 3(y) of Article 25 of the Annotated Code
of Maryland (1965 Supplement), title "County Commissioners,"
subtitle "General Provisions," and Sections 3(g) and , 3(I), 3(n),
3(T), 3(U), 3(V) AND 3(AA) thereof (1957 Edition), be and they
are hereby repealed and re-enacted, with amendments, all to read
as follows:

(a) The county commissioners of each county in this State, ex-
cept Worcester, Kent, Caroline, (except as hereinbelow provided),
Allegany, except as specifically provided in subsection (s), Prince
George's, Washington (except as hereinbelow provided), Somerset,
Dorchester, Baltimore, Anne Arundel, Cecil, Charles (except as pro-
vided in subsection (b)), Howard, Frederick and Queen Anne's coun-
ties, in addition to, but not in substitution of, the powers which
have been or may hereafter be granted them, shall have the follow-
ing express powers:
(g) To establish and maintain a general system of pensions and
retirement and group insurance for the benefit and advantage of
its officers and employees, with necessary classifications and terms
of admission. This subsection shall be applicable in Washington
County and the County Commissioners shall have the powers pro-
vided herein.
(I) TO LICENSE AND REGULATE THE CONSTRUCTION,
OPERATION AND LOCATION OF TRAILERS AND TOURIST
CAMPS OUTSIDE THE LIMITS OF INCORPORATED TOWNS
AND CITIES. THIS SUBSECTION SHALL BE APPLICABLE IN
CAROLINE AND WASHINGTON COUNTIES AND THE
COUNTY COMMISSIONERS OF CAROLINE COUNTY AND
WASHINGTON COUNTY RESPECTIVELY, SHALL HAVE THE
POWERS PROVIDED HEREIN.
(n) To prevent and remove nuisances; to prevent the introduc-
tion of contagious diseases into the county; to approve the location
for the manufacturing of soap and fertilizer; to approve the location
of slaughterhouses, packing houses, and all places which may in-
volve or give rise to unsanitary conditions or conditions detrimental
to health; provided, however, that nothing herein shall be construed
to affect in any manner any of the powers and duties of the State
Board of Health or any public general law relating to the subject of
health. This subsection shall be applicable in Washington County
and the County Commissioners shall have the powers provided
herein.
