5. The Department shall employ such full-time employees includ-
ing professional, clerical and others, subject to the availability of
appropriated funds, as may be necessary to carry out the provisions
of this subtitle. Full-time employees of the Department shall be
employed according to, and shall be placed under the provisions of,
the merit system for county employees and shall meet such stand-
ards, receive such compensation, be subject to such restrictions and
enjoy such benefits as may be contained in the rules and regulations
which shall be adopted and published by the Personnel Board of
the County relating to their position.
6. The Department is empowered, at the recommendation of the
Director, to appoint, promote, demote, and terminate the employ-
ment and fix the salaries and wages of such part-time or temporary
personnel us are necessary to carry out the purposes of this subtitle.
The employment of volunteer workers without compensation may
also be accepted by the Department upon the recommendation of
the Director.
7. The Department, in the planning, development and conduct
of its program of public recreation and in scheduling the use of
publicly owned lands or buildings for the conduct of its program,
shall cooperate to the fullest extent possible with all other duly
recognized, and generally accepted agencies, groups, organizations
who may desire to use the said lands or buildings.
8. The Board of County Commissioners is hereby authorized to
adopt such rules and regulations as it may deem necessary for the
conduct of the Department's business as authorized and prescribed
for it under this subtitle.
9. The Board of County Commissioners shall have the power to
appoint from time to time such advisory committees on recreation
as it may deem necessary in furtherance of the Department's powers
and functions herein granted; provided however there shall be at
all times a standing advisory Committee on public recreation which
shall be as representative of the citizens of the County as possible.
10. The Department shall prepare and submit to the County Com-
missioners an annual budget, pursuant to present practices with re-
spect to other departments of the county government, for the pur-
pose of providing salaries, stationery and other expenses as may
be required from time to time by the Department.
11. The Board of County Commissioners is authorized to levy for
and to provide annually a sum sufficient to enable the Department
to perform the functions and duties prescribed for it under this
subtitle.
12. No power or authority conferred by this section shall be con-
strued to abridge or limit the power of the County Commissioners
or of any governmental agency.
Sec. 2. And be it further enacted, That all funds, equipment and
supplies formerly available to or used by the Recreation Board abol-
ished by Section 1 of this Act are hereby transferred to the Depart-
ment of Recreation created in this Act.
