Volume), title "Public Education", subtitle "Chapter 2. Formation
of Boards", and to add new Section 17C to said Article, title and
subtitle, to follow immediately after Section 17B thereof, increas-
ing the size of the County Board of Education for Washington
County, specifying the requirements of the Board and its members,
designating the terms of each member, and declaring this Act to

be an emergency measure. TO CHANGE THE TERMS OF MEM-
BERS OF THE COUNTY BOARD OF EDUCATION OF WASH-
INGTON COUNTY AND TO PROVIDE FOR THE TERMS AND
QUALIFICATIONS OF MEMBERS OF THE BOARD.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6 (a) of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education", subtitle
"Chapter 2. Formation of Boards", be and it is hereby repealed and
re-enacted, with amendments, and that new Section 17C be and it
is hereby added to said Article, title and subtitle, to follow immedi-
ately after Section 17B thereof, and all to read as follows:

6.

(a) County boards of education shall be composed in the counties
of Carroll, Frederick, and Dorchester, [and Washington,] of six
members; in Baltimore, Prince George's and Somerset counties of
seven members, and in each of the other counties (except Allegany,
Anne Arundel, Caroline, Cecil, Charles, Harford, Howard, Kent,
Montgomery, St. Mary's, Washington, Wicomico, Worcester and
Talbot for which separate provisions are made in this article), of
three members, who shall be appointed from the citizens of the
county by the Governor for a term of six years from the first
Monday in May next succeeding their appointment, and they shall
hold office until their successors qualify. Provided that the terms of
office of persons who are members of the county boards on passage
of this section shall not be affected by its provisions, except as other-
wise specifically provided; and provided further that on or before
the first Monday in May of 1929, the Governor shall appoint in the
counties of Baltimore, Carroll, Frederick, Dorchester, [Washington]
and Somerset, two members, one for a term of five years and one
for a term of six years from the first Monday in May, 1929. There-
after the term of each member appointed to the boards from each
county (except Anne Arundel and Allegany counties) shall be six
years.

17 C.

(a) (1) The County Board of Education for Washington County
shall be composed of seven (7)
SIX (6) members. The members of
said Board on the date of passage of this Act shall continue to
fill their offices for the terms for which appointed. As of the first
Monday in May, 1966, the Governor shall appoint two members to

said Board, one for a term of two years and one ONE MEMBER
TO SAID BOARD for a term of three (3) years; as of the first
Monday in May, 1967, the Governor shall appoint one member to
the Board for a term of three (3) years; and as of the first Monday
in May, 1968, and each year thereafter the Governor shall appoint
such member, to fill any vacancy created in said Board, for a four (4)
year term.
