cause are appropriate subjects for inclusion in the suggested general
development plan and suggestions for their programming, based on
a determination of relative urgency.
(5) Recommendations to the governing bodies of the city and the
several counties comprising the area for regulatory and administra-
tive measures to implement suggested general development plan if
the need for such recommendations is determined by The Council.
(6) Such other recommendations of The Council concerning cur-
rent and impending problems as may affect the area.
(d) In the preparation of its comprehensive development plan,
The Council shall give consideration to all pertinent plans, projects,
proposals, and policies of units of government responsible for the
carrying out of governmental services, public works, and regulations
to which The Council's plans relate. The Council shall refrain as far
as practicable from duplication of work previously done by various
units of government, but insofar as is possible shall utilize studies,
data and resources made available to it by the existing units of
government.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Section 151 (a) of
Article 43 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Health", subtitle "State Board of Veterinary Ex-
aminers", amending the laws concerning the definition of a veteri-
narian in order to correct an error therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 151 (a) of Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Health", subtitle "State Board of
Veterinary Examiners", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
151. (a) "Veterinarian" is any person engaged in the practice
of veterinary medicine within the meaning of this subtitle, who for
compensation or reward, diagnoses, prognoses, treats, administers,
operates, tests, manipulates, or prescribes, or applies any apparatus
or appliance for any disease, pain, deformity, defect, injury wound
or physical condition of any animal, or who holds himself out £at]
as being legally so qualified to do so. This term includes but is not
limited to: (1) Any person practicing dentistry or surgery on any
animal; (2) any person representing himself as engaged in the prac-
tice of veterinary medicine as that term is defined in subsection (b)
herein; and (3) any person who uses any word, letters or titles in
such connection and under such circumstances as to induce the belief
that a person using them is engaged in the practice of veterinary
medicine.
