Whereas, these provisions are essentially duplicated in Section
2A of Article 56 of the Code and should therefore be removed from
Section 1; now therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1 of Article 56 of the Annotated Code of Maryland
(1965 Supplement), title "Licenses", subtitle "Mode of Issuing—
General Provisions", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
1. All licenses for selling goods and chattels shall be granted by
the clerks of the circuit courts for the counties and the clerk of the
Court of Common Pleas in the City of Baltimore, except where a
different mode is especially provided, but they are hereby expressly
forbidden to date any such license other than the first day of May in
each and every year, except when the trader engages in business in
any other month subsequent to May first, when such license shall be
issued from such month and a ratable sum on a quarterly basis shall
be charged therefor. [In determining the value of the merchandise,
fixtures and stock in trade for the purpose of issuing all traders'
licenses, the clerks of the circuit courts for the counties and the
clerk of the Court of Common Pleas in the City of Baltimore shall
except as prima facie evidence thereof the values as shown on the
receipt or certificate required to be exhibited to said clerks as pro-
vided in this section.] All licenses granted or issued by said clerks
shall expire the first day of May next thereafter, except licenses for
fisheries and horse racing.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to add new Section 284K to Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Public Edu-
cation", sub-title "Chapter 27. Medical AND DENTAL Scholar-
ships", to follow immediately after Section 284J thereof, authoriz-
ing the several counties of this State and Baltimore City to create
and provide a system of medical AND DENTAL scholarships, and
relating generally to the terms, conditions and procedures for such
scholarships.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 284K be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Public Education", sub-title "Chapter 27. Medical AND DENTAL
Scholarships", to follow immediately after Section 284J thereof, and
to read as follows:
284K. The board of county commissioners or county council of
each county in this State and the Mayor and City Council of Balti-
