Student Union Building at Towson
166A. Definitions.

As used in this subtitle the following words and terms shall have
the following meanings, unless the context shall indicate another
different meaning or intent: (1) the word "resolution" shall mean a
resolution adopted by a majority of the members of the Board of
Trustees of the State Colleges; (2) the word "costs" as applied to
any project shall embrace the cost of construction, the cost of the
acquisition of all land, rights of way, property rights, easements and
interests acquired by the Board of Trustees for such construction,
the cost of all machinery and equipment, financing charges, interest
prior to and during construction and for one year after completion
of construction, engineering and legal expenses, plans, specifications,
surveys, estimates of costs and revenue, other expenses necessary
or incident to determining the feasibility or practicability of con-
struction of the project, administrative expenses, and such other
expense as may be necessary or incident to the construction of
the project, the financing of such construction and the placing of
the project in operation. Any obligation or expense heretofore or
hereafter incurred by said Board for preparation of plans and speci-
fications, and other engineering services in connection with the
construction of the project shall be regarded as a part of the cost of
such project and may be reimbursed to said Board out of the pro-
ceeds of the revenue bonds hereinafter authorized.

166B.

In order to provide additional facilities for students at Towson
State College, the Board of Trustees is hereby authorized and em-
powered:

(a)   To construct, maintain, equip, repair and operate a student
union building at Towson State College, including dormitory facilities,
living accommodations, a student supply store, post office boxes and
other facilities;

(b)   To issue revenue bonds of the Board for the purpose of paying
all or any part of the cost of said project;

(c)   To fix and revise from time to time fees and other charges
to students, to fix charges for any other group or individuals making
use of the above-proposed building;

(d)   To acquire, hold and dispose of real and personal property
in the exercise of its powers and the performance of its duties under
this subtitle;

(e)   To make and enter into all contracts and agreements necessary
or incidental to the performance of its duties and the execution of its
powers under this subtitle, and to employ consulting engineers, attor-
neys, construction and financial experts and such other employees and
agents as may be necessary in the opinion of the Board of Trustees
and to fix their compensation; provided that all such acts and agree-
ments shall be payable solely from the proceeds of revenue bonds
issued under the provisions of this subtitle or from revenues other-
wise provided;
