Court of Appeals of Maryland, subject generally to the time and
manner provided for the taking of such appeals to the Court of
Appeals. At any time within two years from the revocation or
suspension of any license, the Board revoking or suspending the
same may, by a vote of five members, issue without examination a
new license to the person whose license was so revoked or suspended;
but after the expiration of two years such person can obtain a new
license only by compliance with the same requirements which are
imposed on other applicants for licenses under this subtitle.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal and re-enact, with amendments, Section 287 (c)
of Article 66½ of the Annotated Code of Maryland (1965 Supple-
ment), title "Motor Vehicles", subtitle "Operation of Vehicles Upon
Highways", amending the motor vehicle laws concerning the use
of flashing lights on motor vehicles in order to provide that this
law shall not apply to farm tractors or other slow-moving vehicles
devoted to farming uses and clarifying the provisions of this law
on flashing lights.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 287 (c) of Article 66½ of the Annotated Code of Mary-
land (1965 Supplement), title "Motor Vehicles", subtitle "Operation
of Vehicles Upon Highways", be and it is hereby repealed and re-
enacted with amendments to read as follows:
287.
(c) Flashing lights are prohibited on motor vehicles, except as a
means of indicating a right or left turn, and except as authorized
by Section 287A herein, but this sub-section shall not apply to author-
ized emergency vehicles or to farm tractors or other slow-moving
vehicles devoted to farming uses. Provided, that vehicles which are so
equipped may flash both front and both rear turn signals simulta-
neously as a vehicular traffic hazard whenever such vehicle is stopped
on the traveled portion of any highway or the shoulder thereof,
during the period lighted lamps are required. These flashing warning
signals shall be given continually if the stop is not to exceed 10 min-
utes. If the stop is to exceed 10 minutes the driver shall place emer-
gency signals as provided in Section 300 of this article.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
