MONEY EXPENDED, THE PURPOSE OF THE EXPENDITURES,
AND THE NATURE OF THE EMERGENCY WHICH NECES-

(b) The authorized number of members of the Department, both
police officers and civilian employees, and the compensation to be
paid thereto, shall be as provided in the annual Ordinance of Esti-
mes of Baltimore City, but in no event shall any person who was
a member of the Department on the effective date of this subtitle
be reduced in salary or compensation, or removed or dismissed from
the Department except as provided by law.
(c) All police officers of the Department below the rank of captain
may, in addition to all other compensation authorized by law, receive
witness fees in such amount, and in accordance with such rules and
procedures as may be established and determined by the Board of
Estimates of Baltimore City, for off duty time spent as witnesses
in connection with official duties in any state or federal court within
this State, including any duly constituted grand jury. Members of
the Department required to work overtime, or whose optional leave
time is of necessity cancelled, may be compensated therefor in ac-
cordance with such rules and procedures as may be promulgated by
the Commissioner and approved by said Board of Estimates.
Annual and Special reports.

Said Commissioner shall make an annual report to the Governor
and to the Mayor and City Council of Baltimore, covering and report-
ing upon the operations and work of the Department in such detail
as shall enable the Governor and Mayor and City Council of Balti-
more to maintain a continuing familiarity with the program and
operations of the Department. Said Commissioner shall also make
such special reports, and provide such specific information, as may
be required from time to time by the Governor or by the Mayor for
normal administrative, financial and managerial purposes.
Members of Department—qualifications, appointment,
promotion, probation.

(a) The Commissioner shall adopt rules and regulations prescrib-
ing minimum intellectual, educational, physical, emotional and char-
acter standards, and other appropriate eligibility criteria which shall
be necessary for appointment at the entrance level to the Depart-
ment, and for promotional appointment within the Department. He
shall provide for such investigations, interviews, physical and mental
examinations, devise and make provision for the administration of
such oral and written tests, provide such system for grading or
weighing the results thereof, and establish such procedures in con-
nection therewith, as shall enable him to determine the relative
qualifications of all those applicants seeking such appointment or
promotion. All or any part of the tests and evaluation procedures
herein prescribed may, in the discretion of the Commissioner, be
administered or conducted by the Civil Service Commission of Balti-
