land (1965 Supplement), title "Motor Vehicles," subtitle "Operation
of Vehicles Upon Highways," be and it is hereby repealed and re-
enacted, with amendments, to read as follows.

210.

(a) No person shall operate or drive a ANY vehicle, streetcar or
trackless trolley on the public highways of this State in a race or in a
speed contest, or on a bet or wager, or in any intention INTENTION-
AL improper manner so as to cause skidding, spinning of wheels, or
excessive noise upon said highways. The provisions of this subsection
applicable to the intentional improper manner of operation are appli-
cable to any private property which is used by the public in general.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1966.

CHAPTER 185
(House Bill 425)

AN ACT to propose an amendment to Article 3 of the Constitution
of Maryland by the addition of a new Section 62 thereto, to follow
immediately after Section 61 of said Article 3, title "Legislative
Department," providing that the General Assembly shall have
power by law to establish a Workmen's Compensation Commis-
sion, relating to the powers of the General Assembly with respect
to the Workmen's Compensation Commission, PROVIDING FOR
THE CONTINUED TENURE IN OFFICE OF THE PRESENT
MEMBERS OF THE COMMISSION, and submitting this amend-
ment to the qualified voters of the State for adoption or rejection.

Section 1. Be it enacted by the General Assembly of Maryland,
(three-fifths of all the members of each of the two houses con-
curring) , That the following new Section 62 be and it is hereby
proposed as an amendment to Article 3 of the Constitution of Mary-
land, title "Legislative Department," to follow immediately after
Section 61 thereof, the same if adopted by the legal and qualified
voters of the State as herein provided, to become a part of the
Constitution of Maryland:

62.

The General Assembly shall have power by law to establish a
Workmen's Compensation Commission in this State, and to prescribe
and from time to time to alter the number, qualifications, tenure
and method of selection of the members of the Commission, and
their powers, duties, and compensation; but the term of office or the
compensation of any member of the Commission shall not be reduced
during his continuance in office.
THE POWER TO ESTABLISH
SUCH A COMMISSION IN THIS STATE SHALL NOT BE CON-
STRUED TO AFFECT THE TENURE OF ANY MEMBER OF THE
COMMISSION IN OFFICE WHEN THIS SECTION BECOMES
EFFECTIVE.
