procedures for the Board of County Commissioners and other offi-
cials and employees of Carroll County for the acquisition of cer-
tain "Open Space" or "Open Area" facilities and places and relat-
ing generally to "Open Spaces", "Open Areas" and the conserva-
tion of natural or scenic resources in Carroll County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 34A through 34LL inclusive, be and they are
hereby added to the Code of Public Local Laws of Carroll County
(1965 Edition, being Article 7 of the Code of Public Local Laws of
Maryland), title "Carroll County", subtitle "County Commissioners",
to follow immediately after Section 34 thereof, and to be under the
new subheading "Open Space Maintenance", and to read as follows:

34A.                         Open Space Maintenance

This subheading may be known and cited as the Carroll County
Open Space Maintenance Act.

SUB. Unless the particular provisions of the context otherwise
requires, the definitions and provisions contained in this section
govern the construction and the meaning and application of words
and phrases used in this subheading.

(1)  "Commissioners" means the Board of County Commissioners
of Carroll County.

(2)  "Administrative Assistant" means the Administrative Assist-
ant for the Board of County Commissioners of Carroll County.

(3)  "Assessor" means the Supervisor of Assessments of Carroll
County.

(4) "Work" or "Improvement", whether used singly or in com-
bination, means and includes the performance of all acts and doing
of the things necessary to carry out the purposes of this subheading
including the maintenance of open areas and the doing of those acts
set forth in Section 34D of this subheading.

(5)  "Open Space" or "Open Area" means any space or area char-
acterized by great natural scenic beauty or whose existing openness,
natural condition, or present state of use, if retained, would enhance
the present or potential value of abutting or surrounding urban de-
velopment, or would maintain or enhance the conservation of natural
or scenic resources.

(6)  "Open Space Maintenance District" or "District" means any
district created pursuant to the provisions of this subheading.

34C.

The purpose of this subheading is to form districts within Carroll
County within which property may be assessed to pay the costs and
expenses of improving and maintaining open spaces belonging to the
county in such a manner as to conserve their natural condition and
scenic beauty which, if preserved, maintained, or developed in their
present open state will constitute physical, esthetic or economic as-
sets to existing, impending, abutting or surrounding urban develop-
ment or which will maintain or enhance the conservation of natural
