gramming and Scheduling of Highway Projects", to follow imme-
diately after Section 211-L of said Article, permitting the State
Roads Commission to advance construction dates of certain high-
way construction projects if funds are available.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 211-M be and it is hereby added to Article 89B
of the Annotated Code of Maryland (1964 Replacement Volume),
title "State Roads", subtitle "Expenditure of Commission's Funds
and Programming and Scheduling of Highway Projects", to follow
immediately after Section 211-L thereof, and to read as follows:
211-M.
Any highway construction project approved as provided in Sections
211-K and 211-L of this Article may, if funds are available, be adver-
tised for bids, the contract awarded and construction commenced
prior to the dates scheduled in the Commission's programs, and the
Commission is authorized to pay the cost of such construction com-
pleted prior to the scheduled program dates from such funds as may
be available. Provided, however, no such construction project shall
be advanced if by so doing any other of the Commission's scheduled
construction projects shall thereby be delayed, and provided, further,
that no such construction project shall be advanced more than six
months before the fiscal year in which such project was scheduled
to begin.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to add new Section 211-N to Article 89B of the Annotated
Code of Maryland (1964 Replacement Volume and 1965 Supple-
ment) , title "State Roads", subtitle "Expenditure of Commission's
Funds and Programming and Scheduling of Highway Projects",
said new Section to follow immediately after Section 211-M, author-
izing and directing the State Roads Commission to revise and
update its Twenty Year Highway Needs Study each two years
beginning with the year of 1968.
Whereas, changing land uses and developments, and the creation
and growth of the new population centers makes it desirable that
highway needs studies be revised and updated from time to time, and
Whereas, this has been recognized by the United States Congress
and as a result needs and the costs estimates of the Federal Inter-
state System are required to be updated each two year period in order
