32.

(a) It shall be the duty of each board of registry, after the close
of the session on the Tuesday [five] sixteen weeks preceding a gen-
eral election, to note for erasure from the registry the names of all
persons appearing thereon known or supposed to be dead, or to have
removed from such precinct or district, or suspected of being dis-
qualified under Sections 2 and 3 of Article I of the Constitution of
the State. The board before separating shall prepare a list of all
persons so noted for erasure with the address of each as it appears
upon the registers, under the following headings: "Deceased Voters",
"Removed Voters", "Removed Voters", and "Disqualified Voters".

(c) On the day following preparation of the list of persons so
noted for erasure, it shall be the duty of the member of the board
acting as clerk to sign and mail to the address as given in the registry
of each person so noted for erasure a notice requiring such person
to appear before the board upon the Tuesday [four] fourteen weeks
preceding the general election and show cause why his name should
not be erased from such registry. [A similar notice shall be prepared
by such member of the board acting as clerk and such notice shall
also be served by a member of the board on or before the Friday next
following, upon each such person and if he cannot be found at the
address designated in the registry, said notice shall be left at said
address.]

33.

(a)   Each board of registry shall meet for revision on the Tuesday
[four] fourteen Weeks preceding a general election, during the same
hours as stated in Section 31 of this article. No new names shall be
added to the registry at such meeting except where the transfer is
registered, as hereinafter provided, in which case such applicant
shall be entitled to registration as if he had applied for registration
on a regular registration day.

(b)  Only one board of registry in Wicomico County and one board
of registry in Cecil County shall meet for the purpose of revision.
Said boards in Wicomico and Cecil counties shall meet in the office
of the board of supervisors of elections for Wicomico and Cecil
counties on the Tuesday, [four] fourteen weeks preceding a general
election, and at no other time or place.

38.

(a) [In the political subdivisions in which this subtitle is effec-
tive, persons] Persons qualified to register, [transfer] change ad-
dress,
affiliate or change their party affiliation may do so at the office
of the board of supervisors of elections at any time the office is open,
subject to the exception provided in Section 28 of this Article; and
PROVIDED FURTHER that no person may register [, transfer or
affiliate within the thirty days] or change his address after the fifth
Monday
preceding and the ten days following a primary or special
election; nor may he register [, transfer or affiliate within the forty-
two days] or change his address after the sixth Monday preceding
and the fifteen days following a general election [; and, no person
may change his party affiliation during the six months preceding and
the ten days following a primary election. No person may change his
party affiliation within the forty-two days preceding and the fifteen
days following a general or special election].
