Permanent Boards of Registry", "Temporary Certificates of Regis-
tration", "Certificates of Candidacy", "Certificates of Nomination",
"Vacancies in Nomination in General", "Ballot Boxes", and "Vot-
ing with Paper Ballots", to make changes in the election laws of
the State with general respect to the employees of Boards of
Supervisors of Elections, to the registration of voters, to certifi-
cates of candidacy and of nomination for election to offices in the
State, to correct errors therein, and to conform the election laws
to changes in the date of the primary election made by Chapter
784 of the Acts of 1965.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 9 (b) and (d), 28, 32 (a) and (c), 33 (a) and (b),
38 (a), 41 (a) and (b), 56 (a), (b) and (c), 71, 73 (A) AND (b),
99 and 105 (a) of Article 33 of the Annotated Code of Maryland
(1957 Edition and 1965 Supplement), title "Elections", subtitles re-
spectively "Supervisors of Elections and Employees", "Registration
by Judges Acting as Boards of Registry", "Correction and Revision
of Registration by Judges Acting as Boards of Registry", "Registra-
tion by Permanent Boards of Registry", "Temporary Certificates of
Registration", "Certificates of Candidacy", "Certificates of Nomina-
tion", "Vacancies in Nomination in General", "Ballot Boxes", and
"Voting with Paper Ballots", be and they are hereby repealed and
re-enacted, with amendments, and all to read as follows:

(b) Each judge so appointed must be a legal voter residing in the
election district or ward for which he is selected. He must be able
to speak, read and write the English language; and during the time
of acting as a judge must not hold or be a candidate for any other
public or political party office [or employment]. An equal number
of such judges shall be selected from each of the two leading political
parties of the State; and the board in making any such appointment
shall designate the persons intended by it to represent each political
party. Each board of supervisors of elections may prescribe such
rules and regulations as they may deem necessary for determining
the qualifications of persons proposed for appointment as judges of
election; and the board may require the attendance of such persons
before it for examination with respect to their qualifications.
(d) The judges of election shall be appointed not later than
[March 15] the Tuesday which is thirteen weeks prior to the primary
election in any year in which a primary election is to be held; and
unless excused for good cause by the board of supervisors they shall
be bound to serve in such positions for a period of two years.
28.
[No voter after having had his or her affiliation registered shall
be permitted to make any change in such party affiliation unless the
same shall be made at least six months prior to the day of the primary
election.] No change in a registered voter's registration shall be
allowed within six months of any election except for change of
address or name.
