for regular services for residents of the counties and $25,000 is for State-
wide special services to nursing home patients. This distribution of funds
between the program for Baltimore City and the program for counties and
the program for Statewide special services to nursing home patients may
the adjusted upon recommendation of the Commissioner of Health and the
approval of the Governor."

AMENDMENT NO. 2—On page 39 of the printed bill under the head-
ing "State Department of Health" and under the sub-heading "Medical Care
Services" in program "10.01.03.04 Hospital In-Patient Program" strike out
the following:

"Payments for care rendered in General Hospitals shall be the lesser
of billings to other patients for like services or 80% of each hospital's veri-
fied average per diem of the 1967 fiscal year.

"Payments for care rendered in Special Hospitals shall be the lesser of
billings to other patients for like services or 80% of each hospital's certified
average per diem cost of the 1967 fiscal year." and insert in lieu thereof the
following:

"Payments for care rendered in General and Special Hospitals shall be
on the basis of 80% of current costs determined by the step-down account-
ing method in conjunction with the ratio of charges to cost procedures as
recommended by the Maryland Legislative Council's Committee on Taxation
and Fiscal Matters. Those General and Special Hospitals failing to install
the step-down accounting method in conjunction with the ratio of charges
to cost procedure shall be reimbursed at a rate established by the Board of
Health and Mental Hygiene and approved by the Board of Public Works."
and on page 40 of the printed bill, in the same program, strike out the
numerals "13,228,508" and insert in lieu thereof the numerals "10,190,231."

AMENDMENT NO. 3—On page 40 of the printed bill under the head-
ing "State Department of Health" and under the sub-heading "Medical
Care Services" strike out the entire program entitled "10.01.03.05 Hospital
Out-Patient Program" including the numerals "427,340."
