Sec. 4. And be it further enacted, That no passenger motor vehicle
to be used by a State officer or employee, other than an elected official,
or the Commissioner of Motor Vehicles, shall be purchased with
funds appropriated by this Act, the net cost of which inclusive of
trade-in allowance, shall exceed $2,200; provided, however, that in
the case of the administrative head of any State department or
agency whose duties require that he travel extensively throughout
the State, the Board of Public Works may authorize the expenditure
for a passenger vehicle in an amount greater than $2,200 and the
Board of Public Works may also authorize the class of passenger
vehicle which may be purchased.
Sec. 5. And be it further enacted, That it is the intention that the
appropriations contained in this bill for the State Office Buildings in
Annapolis and Baltimore are to be supplemented by transfers from
the budgets of the various agencies and departments occupying the
buildings for such expenses as may not be adequately provided for
within the respective budgets for the operation and maintenance of
these buildings. The above transfers, if necessary, are to be effected
by the budget amendment.

GENERAL FUNDS
Amendments to Senate Bill No. 1 and/or House Bill No. 1
AMENDMENT NO. 1—On page 39 of the printed bill under the head-
ing "State Department of Health" and under the sub-heading "Medical Care
Services" in program "10.01.03.02 Medical Care Program" strike out the
numerals "14,510,355" and insert in lieu thereof the numerals "17,410,355"
and insert the following language after the numerals.
"To provide for the payment of current costs for out-patient clinic
services required to implement a comprehensive program for the indigent
and medically indigent provided that the payments for out-patient services
shall be on the basis of current costs determined by the step-down account-
ing method in conjunction with the ratio of charges to costs procedure.
Those facilities failing to install the step-down accounting method in con-
junction with the ratio or charges to cost procedure will be reimbursed at a
rate established by the Board of Health and Mental Hygiene and approved
by the Board of Public Works.
"Be it further enacted that the funds provided for increased rates of
payment and expanded services are contingent upon Maryland's acceptance
and participation in Public Law 89-97 by the Federal Government.
"All or part of this appropriation may be transferred to the State De-
partment of Public Welfare by approved budget amendment in order for the
State to be eligible to receive Federal matching funds for medical care in the
event that the Board of Public Works deems such action to be desirable;
further, all or any portion of this appropriation may be used for such match-
ing purposes; and in the event such a transfer of this appropriation from
the State Department of Health to the State Department of Public Welfare
is made, the Board of Public Works shall approve a plan for continuing the
programs of Medical Care under the provisions of Article 43, Sections 42 and
43 of the Annotated Code of Maryland, 1957 Edition. Of the total General
