special appellate judicial circuits from which such Judges shall be
appointed and elected. Whenever provision is so made by the General
Assembly another Judge of the Court of Special Appeals shall, sub-
ject to the provisions of Section 5 of Article IV of the Constitution,
be elected by the voters of said appellate judicial circuit, who shall
be subject to the same constitutional provisions, hold his office for
the same term of years, receive the same compensation and have the
same powers as are or shall be provided by the Constitution or laws
of this State for the Judges of the Court of Special Appeals.

132.

Any Judge of the Court of Special Appeals who heard the cause

below shall not participate in the decision; and in every case an

opinion, in writing, shall be filed within three months after the

argument or submission of the cause. The judgment of the Court of

Special Appeals shall be final and conclusive unless reviewed by the
Court of Appeals in those cases permitted by law.

Sec. 2. And be it further enacted, That this Act shall take effect
contingent upon and contemporaneous with the adoption by the
qualified voters of Maryland of an amendment adding new Section
14A to Article IV of the Constitution of Maryland as proposed by
Chapter         of the Acts of 1966 (          Bill No.          ).

AN ACT to repeal and re-enact, with amendments, Sections 12, 12A,
13, 14, 15A, 16, 17, 21, 22 and 23 of Article 5 of the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title "Ap-
peals", subtitle "Appeals to the Court of Appeals", subheadings
respectively "Appeals in Criminal Cases", "Certiorari", and "Gen-
eral Provisions", to add new Sections 15B and 21A to the said
Article of the Code, subheadings respectively "Appeals in Crim-
inal Cases" and "Certiorari", to follow respectively immediately
after Sections 15A and 21 thereof; to repeal and re-enact, with
amendments, Section 25 of Article 17 of the said Code (1957
Edition), title "Clerks of Courts", subtitle "General Duties of
Clerks", to repeal Section 36 of the said Article and subtitle of
the Code, to add new Sections 46A, 46B and 46C to the said
Article of the Code, to follow immediately after Section 46 thereof
and to be under the new subtitle "Clerk of Court of Special Ap-
peals"; to repeal and re-enact, with amendments, Sections 1 (a),
23, 24, 27 and 49 of Article 26 of the said Code (1957 Edition
and 1965 Supplement), title "Courts", subtitles respectively "Gen-
eral Provisions" and "Pensions for Judges and Their Widows",
to add new Sections 29A and 47 (a-1) to the said Article of the
Code, subtitles respectively "Court of Appeals" and "Salaries of
Judges", to follow respectively immediately after Sections 29 and
47 (a) thereof; to repeal and re-enact, with amendments, Sections
645A (b) and (e), 645E and 645-1 of Article 27 of the said Code
(1965 Supplement), title "Crimes and Punishments", subtitle
