Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 132
(Senate Bill 279)
AN ACT to add a new Section 23B to Article 15A of the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title
"Budget and Procurement", subtitle "Budget Bureau", said new
Section to follow immediately after Section 23A thereof, providing
for the planning and control of data processing throughout the
State departments and agencies of the State government.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 23B be and it is hereby added to Article 15A of
the Annotated Code of Maryland (1957 Edition and 1965 Supple-
ment), title "Budget and Procurement", subtitle "Budget Bureau",
said new Section to follow immediately alter Section 23A thereof and
to read as follows:

The Director , AFTER CONSULTATION WITH THE STATE
COMPTROLLER, shall be responsible for planning and controlling
data processing in the several departments and agencies of the State
government. The Director shall continuously study the data process-
ing function within the State in order to improve its efficiency and
economy. All changes effected by any department or agency pertain-
ing to data processing shall first be reviewed and approved by the
Director for compatibility with existing procedures and equipment.
The purchase, lease, or rental of mechanical or electronic data pro-
cessing equipment for all State departments and agencies shall be
reviewed and approved by the Director prior to the purchase, lease,
or rental.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
