any person who is sixteen years of age or over may be licensed as an
operator if he presents to the Commissioner of Motor Vehicles a
certificate of satisfactory completion of a public, private or commer-
cial course, approved by the Department of Education, in driver edu-

cation and training issued pursuant to Section 90 of this Article,

UNLESS SUCH PERSON IS AT LEAST 16 YEARS OF AGE AND
HAS PASSED A DRIVING EDUCATION COURSE AS AP-
PROVED BY THE STATE DEPARTMENT OF EDUCATION
CONSISTING OF NOT MORE THAN THIRTY (30) HOURS OF
CLASSROOM INSTRUCTIONS;

(2) To any person, as a chauffeur, who is under the age of [six-

teen (16)] eighteen (18) years, provided that any person who is
sixteen years of age or over may be licensed as a chauffeur if he

presents to the Commissioner of Motor Vehicles a certificate of satis-
factory completion of a public, private or commercial course, approved
by the Department of Education, in driver education and training
issued pursuant to Section 90 of this Article:

(3) (2) To any person, as an operator or chauffeur, whose license
has been suspended during such suspension nor to any person whose
license has been revoked, until the expiration of three (3) months
after such license was revoked;

(4) (3) To any person, as an operator or chauffeur, who is an
habitual drunkard, or is addicted to the use of narcotic drugs;

(5) (4) To any person, as an operator or chauffeur, who is re-
quired by this article, to take an examination, unless such person shall
have successfully passed such examination;

(6) (5) To any person, as an operator or chauffeur, who has pre-
viously been adjudged to be afflicted with or suffering from any men-
tal disability or disease and who has not at the time of application
been restored to competency;

(7) (6) To any person who is required under the provisions of the
motor vehicle financial responsibility laws of this State to deposit
proof of financial responsibility and who has not deposited such proof;

(8) (7) To any person when the Department has good cause to
believe that the operation of a motor vehicle on the highways by such
person would be inimical to public safety or welfare;

(9) (8) To any person, as an operator or chauffeur, afflicted with
or suffering from such physical disability or disease that would tend to
prevent such person from exercising reasonable and ordinary control
over a motor vehicle while operating the same upon the highways;
physical disability to include the loss of an arm or leg, or both. In
such cases the Department may require the person suffering such loss
to wear a workable artificial limb or other similar body attachment
as hereinafter provided. If such person can satisfactorily pass the
required examination, a restricted license may be issued by the De-
partment as hereinafter provided;

(10) (9) To any person, as an operator or chauffeur, whose vision
fails to meet the eye test requirements of the Department, as herein-
after provided;
