and if any phrase, clause, sentence or provision of this compact is
declared to be contrary to the constitution of any State or of the
United States, or the application thereof to any Government, agency,
person or circumstance is held invalid, the validity of the remainder
of this compact and the applicability thereof to any Government,
agency, person or circumstance shall not be affected thereby. If this
compact shall be held contrary to the constitution of any State par-
ticipating therein, the compact shall remain in full force and effect
as to the State affected as to all severable matters.
Sec. 2. And be it further enacted, That new Sections 375 and 376
be and they are hereby added to the said Article and new subtitle,
and to read as follows:
575. Maryland Educational Council.
The Maryland Education Council is created. It shall be composed
of seven members, as herein provided. One member shall be the
Governor, ex officio; two other members shall be from the Senate
and House of Delegates of the General Assembly, appointed by the
respective presiding officers; one member shall be the State Super-
intendent of Schools, ex officio; and the other three members shall
be appointed by the Governor from among residents of the State
who have knowledge of and interest in educational matters and who
by virtue of their training, experience, knowledge or affiliation shall
be in a position collectively to reflect broadly the interests of the
State government, higher education, the State education system, local
education, lay and professional, public and non-public educational
leadership. The latter three members shall be appointed by the Gov-
ernor for terms which terminate with that of the Governor. Any
member of the Commission except the ex officio members may be
APPOINTIVE MEMBER OF THE COMMISSION MAY BE ap-
pointed to a successive term or terms. The Chairman of the Council
shall be designated by the Governor from among its members. The
Council shall meet on the call of its chairman or the request of a
majority of its members, but in any event the Council shall meet
not less frequently than three times in each year. The Council may
consider any and all matters relating to public educational policy and
any matters relating to recommendations of the Educational Com-
mission of the States and the activities of the representatives from
this State on the Educational Council of States.
(b) From time to time the several members of the Maryland Edu-
cation Council shall be the representatives from this State on the
Education Council COMMISSION of the States.

Pursuant to Article II (i) of the Compact, the Commission shall
file a copy of its bylaws and any amendments thereto with the Mary-
land Education Council.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1966.
