The General Assembly hereby declares as a matter of legislative
policy its conviction that the paramount consideration of this legisla-
tion is to provide the juvenile courts in this State with the best and
most effective program of treatment, education, and rehabilitation
for the youthful offenders who are in need of care, services, or
treatment.
The General Assembly recognizes that this legislation is based upon
a broad and general study and wishes to stress the importance of the
in-depth, detailed study which will produce specific guidelines and
formulae to direct the growth and development of the State Depart-
ment of Juvenile Services.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Article 52A be and it is hereby added to the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title "Juve-
nile Services" to follow immediately after Article 52 thereof, and to
read as follows:
ARTICLE 52A
Juvenile Services
In General
1.
The State Department of Juvenile Services is created and es-
tablished, with powers, duties, and functions provided in this
Article or elsewhere in the laws of this State.

The Governor shall appoint the Director of the State Department
of Juvenile Services, who shall be the chief administrative officer
of the Department. The Director shall be a competent person having
adequate training and broad, practical experience in administration
and in dealing with institutions and court services for the care, cus-
tody and treatment of children in need of such services. He shall be
appointed by the Governor from a list of from three to five nominees
proposed to the Governor by the State Commissioner of Personnel,
after they have taken a qualifying examination prepared for the
position. Every Director of the State Department of Juvenile Services
shall be appointed and shall hold his position according to the pro-
visions of Article 64A of this Code. He shall be paid for his
services such compensation as may be provided from time to time
in the budget. The Director shall devote his full time to the duties
of his office.
(a) An Advisory Board of Juvenile Services is created and
established to be attached to the State Department of Juvenile
Services. The Board consists of twelve (12) persons to be appointed
by the Governor for overlapping three-year terms, with four (4)
members of the first Advisory Board to be appointed for three (3)
years from July 1, 1966; four (4) for two (2) years from July
1, 1966; and four (4) for one (1) year from July 1, 1966. There-
