CHAPTER 112
(House Bill 708)
AN ACT to repeal and re-enact, with amendments, Section 2 of
Chapter 444 of the Laws of Maryland 1965, to postpone the ex-
piration date of the act creating the Kent County Governmental
Study Commission until June 1, 1967.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2 of Chapter 444 of the Laws of Maryland 1965 be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
Sec. 2. And be it further enacted, That this Act shall expire auto-
matically on June 1, [1966] 1967, without further action on the part
of the General Assembly and shall be null and void after said date.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 113
(House Bill 840)
AN ACT to authorize the County Commissioners of Howard County,
in their discretion, to borrow Two Million, Two Hundred fifty-
nine Thousand and Four Hundred Dollars ($2,259,400.00), upon
the faith and credit of said Howard County for the purposes of
acquiring sites, constructing and making improvements to public
schools and the community college in Howard County, as more
particularly described herein, and to issue bonds therefor and to
levy taxes to pay the principal and interest of such bonds.
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Howard County, be, and they
are hereby authorized and empowered, in their discretion, to issue
at one time, or from time to time, upon the faith and credit of said
County, bonds in an amount or amounts not exceeding in the aggre-
gate Two Million, Two Hundred fifty-nine Thousand and Four Hun-
dred Dollars ($2,259,400.00), for the following purposes only:
1. Constructing, equipping and site improvements at a new jun-
ior high school for 700 pupils located on Route 97;
2. Part of cost of acquiring a site for a community college;
3. Acquisition of sites for three schools located at Columbia, two
elementary school sites of nine acres each and one secondary school
site of fifty acres;
