House Bill No. 462—Caroline County—Tax Exemptions

AN ACT to repeal and re-enact, with amendments, Subsections
(11) and (40) of Section 9 of Article 81 of the Annotated Code of
Maryland (1965 Replacement Volume), title "Revenue and Taxes,"
subtitle "What Shall Be Taxed and Where," providing that for county
purposes in Caroline County farm implements and livestock shall be
exempt from assessment and taxation.

Dear Mr. Speaker:

I have today vetoed House Bill 462 and, in accordance with
the provisions of Article 2, Section 17 of the Maryland Constitution,
I am returning the same to you along with my message concerning
this action.

On April 14 of this year, I received a letter from the Attorney
General, a copy of which is attached and to be considered a part of
this message, advising that in the opinion of that office, the bill was
unconstitutional. In light of this advice, I felt that I could not sign
the same into law.
