among other things, an Act to repeal Sections 44 through 48 of
Article 48 of the Annotated Code of Maryland, and to repeal Section
59 (c) of said Article. However, in the body of the Bill, the Legisla-
ture omitted to repeal said Sections. The title of the Bill is there-
fore in contravention of Article III Section 29 of the Maryland Con-
stitution.

Senate Bill No. 376—Revocation of Drivers' Licenses

AN ACT to add new Section 106A to Article 66½ of the An-
notated Code of Maryland (1957 Edition), title "Motor Vehicles,"
subtitle "Administration—Registration—Titling" to follow immedi-
ately after Section 106 thereof, requiring lifetime revocation of
operator's or chauffeur's license of any person convicted of a third
offense pertaining to driving while under the influence of drugs
or intoxicants, or under federal law, the law of any other state or
a valid ordinance of any city, town or county of this State and per-
mitting review of such revocation after a period of years.

Dear Mr. President:

I have today vetoed Senate Bill 376 and, in accordance with the
provisions of Article 2, Section 17 of the Maryland Constitution, I
am returning the same to you along with my message concerning
this action.

On April 22 of this year, I received a letter from the Attorney
General, a copy of which is attached and to be considered a part of
this message, advising that in the opinion of that office, the bill was
unconstitutional. In light of this advice, I felt that I could not sign
the same into law.
