The Bill also proposes to revise Section 218, which in substance
eliminates the authority of this Department to procure fish from
private inland waters. Again, we respectfully call to your attention
that we have never taken any fish from private waters except with
the explicit permission of the landowner.

There are two problems I can foresee with the enactment of
this particular piece of legislation:

1.   At the present time we are in the process of expanding the
range of our native wild turkey, and we must trap these birds in one
area and release them in another in order to do so. A situation
could arise, as it has in some of our Southern States, where a land-
owner refuses to allow the Department to trap the birds where they
have been established, and one or two landowners could put a terrific
crimp in this program.

2.   An outbreak of rabies could occur which, as you know, would
not only damage livestock, but could cause considerable suffering and
even death to humans if not properly handled. Any landowner who
would not allow us to trap wildlife could throw up such a barrier
that it would cause a serious problem in taking care of the situation.

We wish to make the strong plea that since the inception of
early English law, the wildlife has always belonged to the State,
and, therefore, in order to manage and protect same, it is necessary
that we utilize these resources, both fish and game, in the best in-
terests of all of the people of the State. On this basis, and for the
foregoing reasons, we urgently request that you veto Senate Bill
Number 130.

Senate Bill No. 266—Calvert County—Court Reporter

AN ACT to add new Section 111 (a-1) to the Code of Public
Local Laws of Calvert County (1963 Edition, being Article 5 of the
Code of Public Local Laws of Maryland), title "Calvert County," sub-
title "Circuit Court," to follow immediately after Section 111 (a)
thereof, as last amended by Chapter 296 of the Acts of 1965, to pro-
vide for an official court reporter for the Circuit Court for Calvert
County, providing salary and making provision for payment of same.
