avail themselves of the recreational values inherent in a protected
"Wild Rivers" System; and
Whereas, These rivers, as part of our original landscape, comprise
part of our American heritage which we should protect for posterity;
now, therefore, be it
Resolved by the General Assembly of Maryland, That the establish-
ment of the Wild Rivers System would be in the public interest, and
that the 89th Congress is requested to give favorable consideration to
passage of the Wild Rivers Act; and be it further
Resolved, That copies of this Resolution are sent to the Congress of
the United States.

House Joint Resolution requesting the Advisory Council for Higher
Education to study the scholarship, loan and tuition waiver pro-
grams of the State with the intent of coordinating a financial aid
program to aid Maryland students financially unable to attend
institutions for higher education.
Whereas, The General Assembly of the State of Maryland has
provided appropriations for various scholarship, loan and tuition
waiver programs at public institutions of higher education in the
State of Maryland; and
Whereas, The General Assembly has thereby endorsed the feasi-
bility and desirability of providing financial aid to deserving and
needy students at said institutions of higher education; and
Whereas, The Advisory Council for Higher Education, in its sec-
ond annual report, has recommended that no student should be denied
the opportunity for a higher education because of cost alone; and
Whereas, The projected enrollments in public higher education
institutions in the State of Maryland indicate a threefold increase by
1975; and
Whereas, These factors will necessitate greater financial aid than
presently provided; now, therefore, be it
Resolved by the General Assembly of Maryland, Thai the Advisory
Council for Higher Education be requested to undertake a compre-
hensive study of scholarship, loan and tuition waiver programs now
provided by the General Assembly, and on the basis of this study
make recommendations for providing a rational and coordinated
financial aid program for the General Assembly to consider to assure
that no Maryland student will be denied an opportunity for higher
education because of costs alone; and be it further
Resolved, That the results and recommendations of this study be
reported to the General Assembly prior to the 1967 session of the
General Assembly.
