Resolved, That copies of this Resolution are sent to the Governor
of Maryland.

(House Joint Resolution 44)

House Joint Resolution requesting the Governor of Maryland to
establish a Commission to prepare substantive changes, as neces-
sary, in the mental health laws of the State of Maryland.

Whereas, Medical science has made and is continuing to make
great progress in the field of mental health, thus bringing about an
increased understanding of the nature and causes of mental illness,
and the methods of treatment useful in the alleviation or cure of
mental illness; and

Whereas, The Maryland laws relating to mental illness, and more
particularly those found in Article 59 of the Annotated Code, are to
a great extent of ancient origin, and in many instances archaic, and
do not reflect current thinking in the field of mental health; and

Whereas, To bring the laws of this State into consonance with the
discoveries of medical science in the field of mental health, substantive
changes in the law are necessary; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to establish a Commission of eleven persons
to prepare a revision of the mental health laws of this State, both
as to substance and to form where necessary, for submission to the
General Assembly at the 1967 Session thereof; and be it further

Resolved, That the Governor of Maryland appoint five persons,
skilled in the law and in the field of mental health, to serve on said
Commission, and that the Speaker of the House appoint three mem-
bers of the House of Delegates, and that the President of the Senate
appoint three Senators to serve on said Commission; and be it further

Resolved, That the Governor of Maryland is requested to allocate
to the Commission, funds sufficient for it to carry out its functions;
and be it further

Resolved, That copies of this Resolution be sent to the Governor
of Maryland.

(House Joint Resolution 47)

House Joint Resolution requesting the Governor of Maryland to ap-
point a commission to undertake a study and review of the feasi-
bility of establishing a Maryland Veterans' Home, and the creation
of a Board of Managers to administer said home.
