Whereas, The Governor of Maryland and the General Assembly
have firmly endorsed the rapid expansion of facilities at the five
State Colleges; and
Whereas, There is a rapidly increasing need to expand the physical
plant at the five State Colleges; and
Whereas, Qualified students are being denied the opportunity of
receiving a higher education in the State of Maryland because of a
shortage of classroom space; and
Whereas, Upon recommendation of the Chief Executive, the Gen-
eral Assembly has appropriated certain Capital Funds for construc-
tion of classroom buildings and other facilities at the five State
Colleges; and
Whereas, In one instance there has been a time lag of three years
between the authorization of expenditure and the present estimate
for date to begin construction, and, in three instances there has been
a time lag of two years; and
Whereas, This increasing delay is imposing a hardship on the
youth of the State of Maryland and tending to deny some the oppor-
tunity for a low cost higher education; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a select committee of five citizens
experienced in construction programing and knowledgeable in the
field of engineering and general construction; and that this com-
mittee be instructed to investigate the apparently archaic system
employed by the Department of Public Improvements and make
recommendations for the establishment of new procedures; and be
it further
Resolved, That this committee report to the Governor and the
General Assembly of Maryland prior to the 1967 Legislative Session;
and be it further
Resolved, That copies of this Resolution be sent to the Governor
of Maryland.
