1398                            JOINT RESOLUTIONS

Whereas, The license granted by the Federal Power Commission
in 1926 to the Philadelphia Electric Company, owner and operator
of the Conowingo Dam, stipulated that the licensee is liable for all
damages occasioned by the construction, maintenance and operation
of the Dam; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Philadel-
phia Electric Company be requested to provide a continuous flow of
water below Conowingo Dam in sufficient quantity to maintain the
Susquehanna fishery; and be it further

Resolved, That the State resource agencies are directed to prepare
legislation which will empower the State to obtain monetary relief
from persons, corporations or any entity found responsible for
creating conditions resulting in the damage to or loss of fish and
other aquatic life; and be it further

Resolved, That the Chief Clerk of the House be directed to send
copies of this Resolution to the Federal Power Commission, the Secre-
tary of Interior, Members of Congress, the Governor of the Com-
monwealth of Pennsylvania, and the Governor of the State of
Maryland.

(House Joint Resolution 35)

House Joint Resolution creating an Advisory Commission for Inter-
Governmental Cooperation in Prince George's County.

Whereas, Prince George's County has for many years been a
leader among local governmental units in the field of forward looking
policies and procedures; and

Whereas, The pressures of vastly increased population and the
demand for increased local governmental services has, through the
years, caused an increasing degree of specialization among the vari-
ous governing bodies of Prince George's County; and

Whereas, The dynamic growth of Prince George's County has
caused public officials to devote substantial portions of their own
time to the problems and responsibilities involved in their own
agencies, thereby reducing the opportunities for inter-governmental
cooperation and communication; now, therefore, be it

Resolved by the General Assembly of Maryland, That an Ad-
visory Commission is hereby created and constituted, to be designated
and known as The Advisory Commission for Inter-Governmental Co-
operation in Prince George's County; and be it further

Resolved, That the membership of said Advisory Commission shall
consist of:
