1382 JOINT RESOLUTIONS
Whereas, There exists in the State of Maryland an increasingly
pressing problem of water pollution, the costs of control of which
would be tremendous; and
Whereas, There still remains the pressing and continual problem
of providing sufficient water for use of the citizens of this State; and
Whereas, This water pollution affects not only the health and wel-
fare of the citizens but also creates a detriment to the recreational
and aesthetic resources of Maryland; and
Whereas, The full cooperation of all the people and most especially
the industry in Maryland, will be necessary to counteract the over-
whelming burdens placed on our natural supply of water; and
Whereas, Great technological study in the field of correcting and
preventing water pollution is being made; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint a study commission composed of experts in
the field of prevention of water pollution and representatives of in-
dustry, and State agencies concerned in studying the problems of
water pollution in Maryland, to supply the Governor and the General
Assembly, prior to the 1967 session, with a report including specific
problems, recommendations for the relief for industry engaged in
pollution abatement, recommendations concerning existing laws on
the subject, including Federal statutes, recommendations for a com-
prehensive program of legislation to correct and prevent water pol-
lution, including specified areas of jurisdiction for the various State
agencies, to prevent conflicts, and strict penalties and inducements
for total public and industrial cooperation in the field of water pollu-
tion abatement; and be it further
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND,
THAT THE BOARD OF PUBLIC WORKS BE REQUESTED TO
CONTRACT WITH AN ORGANIZATION WITH QUALIFIED
PERSONNEL, OR A UNIVERSITY, (SUCH AS JOHNS HOPKINS
UNIVERSITY), AND TO MAKE AVAILABLE THE NECESSARY
MONIES, FOR A STUDY OF THE WATER POLLUTION PROB-
LEMS IN MARYLAND; THAT THE RECOMMENDATIONS RE-
SULTING FROM SAID STUDY BE REPORTED TO THE GOV-
ERNOR, THE LEGISLATIVE COUNCIL, AND THE GENERAL
ASSEMBLY PRIOR TO THE 1967 SESSION, SAID REPORT TO
INCLUDE SPECIFIC RECOMMENDATIONS FOR TAX RELIEF
FOR INDUSTRY ENGAGED IN POLLUTION ABATEMENT,
REVIEW EXISTING STATE LAWS AND FEDERAL STATUTES,
MAKE SPECIFIC RECOMMENDATIONS FOR A COMPREHEN-
SIVE PROGRAM OF LEGISLATION TO CORRECT AND PRE-
VENT WATER POLLUTION, DEFINE AND COORDINATE
AREAS OF JURISDICTION OF THE VARIOUS STATE AGEN-
CIES TO PREVENT CONFLICTS AND CONFUSION, AND GEN-
ERALLY TO SUBMIT RECOMMENDATIONS FOR TOTAL PUB-
LIC AND INDUSTRIAL COOPERATION IN THE FIELD OF
WATER POLLUTION ABATEMENT, WITH PARTICULAR AT-
TENTION ON THE FINANCIAL PROBLEMS. FINALLY, TO
REVIEW THE VARIOUS RESEARCH PROGRAMS IN THIS
FIELD; AND BE IT FURTHER RESOLVED THAT A COPY OF
THIS RESOLUTION BE SENT TO THE BOARD OF PUBLIC
WORKS.
