Resolved by the General Assembly of Maryland, That the President
of the Senate and the Speaker of the House of Delegates are directed
to appoint a Special Legislative Joint Committee to cooporate CO-
OPERATE with the Constitutional Convention Commission; and be
it further
Resolved, That the President of the Senate appoint five members of
the Senate of Maryland and the Speaker of the House of Delegates
appoint five members of the House as members of the Special Legis-
lative Joint Committee, and that from time to time the President and
the Speaker select a chairman and a vice-chairman for the Com-
mittee; and be it further
Resolved, That the President of the Senate and the Speaker of the
House of Delegates, in addition to the other membership from the
Senate and House of Delegates, shall serve as ex officio members of
this Special Legislative Joint Committee; and be it further
Resolved, That the Special Leigislativo LEGISLATIVE Joint Com-
mittee is directed to cooperate with the Constitutional Convention
Commission appointed by the Governor.

(Senate Joint Resolution 2)
Senate Joint Resolution requesting the State Department of Health
through its Bureau of Environmental Hygiene to study ways and
means of providing for an adequate system for collection and dis-
posal of solid waste materials in cooperation with public and private
organizations and to report a comprehensive and coordinated State-
wide program to the Legislative Council.
Whereas, The Legislative Council was requested in Joint Resolu-
tion 30 (House Joint Resolution 32) of 1965 to study the problems
involved in the collection and disposal of solid waste materials in
Maryland, and
Whereas, As the Council found in its review of the problem as-
signed to it, the collection and disposal of solid waste materials is a
serious economic and health problem for the State, and
Whereas, The Legislative Council has recommended as a solution
to one aspect of this overall problem legislation to authorize and
facilitate the construction and operation of landfill and incin-
erator disposal of these materials, and
Whereas, The Council recognized that the overall solutions to
collection and disposal of solid waste materials involves review of
technological processes which can best be accomplished by the State
Health Department in cooperation with private industry and other
governmental agencies, with a report to be made to the Council from
which legislation could be developed, and
Whereas, The State Health Department in preparing its report
should confer with representatives of the automobile and steel indus-
