Plans for a prayer room in or adjacent to the State House could
well be made a part of the current proposals for a new legislative
office building. The prayer room could be constructed as part of the
new office building or it could be installed in the State House in space
made available after the new office building is completed.
Facilities for prayer and meditation are vitally needed by the
General Assembly and its members. Such an addition to the State
House or to its nearby legislative office building would be a clear
affirmation of the principles upon which this country and this State
were founded and hoped to endure; now, therefore, be it
Resolved by the General Assembly of Maryland, That members of
this body propose there be constructed and maintained in the State
House or in the new legislative office building adequate facilities for
use as a retreat for prayer and meditation which members of the
General Assembly might use for their spiritual refreshment; and be
it further
Resolved, That the Secretary of State of Maryland is directed to
send copies of this Resolution to the Governor of Maryland, the
President of the Senate of Maryland, the Speaker of the House of
Delegates of Maryland, the Director of the Department of Public
Improvements, the Director of the State Planning Commission, and
the Superintendent of Public Buildings.

House Joint Resolution establishing a Special Legislative Joint Com-
mittee to cooperate with the Constitutional Convention Commission.
The General Assembly of Maryland is directing the President of
the Senate and the Speaker of the House of Delegates to appoint a
Special Legislative Joint Committee to cooperate with the Constitu-
tional Convention Commission.
The Constitutional Convention Commission was appointed by the
Governor in June, 1965, to conduct an inquiry into the necessity for,
and extent and nature of, any amendment, modification, or revision
of the Constitution of Maryland.
The work of the Governor's Commission is directed toward pre-
paring for an eventual Constitutional Convention. This work will
include a detailed study of the existing Constitution and the prep-
aration of working papers for the Convention. Long preliminary
work is necessary and desirable before the Constitutional Convention
begins work in drafting a new Constitution for this State.
For this purpos, PURPOSE, it is desirable that a Special Legislative
Joint Committee be appointed to cooperate with the Executive Com-
mission which has been appointed to take primary responsibility for
the study of revising the Constitution of Maryland. This will give
assurance that when proposals are submitted to the Constitutional
Convention they will have been drafted with knowledge of the General
Assembly's views and experience; now therefore, be it
