missioners to be named by them from time to time. The three re-
maining members shall be appointed by the County Commissioners
from residents of the county. No member of the board shall receive
any compensation for his services.
(b) The members of the board shall appoint an inspector of
plumbing who shall receive such compensation as may be fixed from
time to time by the County Commissioners.
(c) The Plumbing Board shall establish a system of rules and
regulations including the establishment of fees for inspection per-
mits and licenses. They shall submit these rules and regulations to
the County Commissioners for adoption. Any specifications made
by the board in the rules and regulations adopted by it shall not
exceed those established by the State Plumbing Code. Prior to the
adoption of any rules and regulations, they shall be published once
each week for three consecutive weeks in each of the Caroline County
newspapers. The Board of Commissioners shall provide for a public
hearing on any proposed rules and regulations in order to obtain
the benefit of public views and opinions thereon prior to their final
adoption. The Commissioners shall publish notes of the time and
day of the hearing, together with a copy of the proposed rules and
regulations.
(d) The rules and regulations so adopted shall not apply to and
the Plumbing Board shall have no authority to control the plumbing
system of any property owner who installs or works on his own
plumbing system. However, the , EXCEPT THAT SUCH IN-
STALLATION SHALL BE SUBJECT TO PERMIT AND INSPEC-
TION REGULATIONS. THE connecting of such a system to a
public water system or public sewer system must be done by a master
plumber or by the owner or the agent of the owner of such sewer
or water system.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(House Bill 956)
AN ACT to add new Section 310A to the Code of Public Local Laws
of Carroll County (1965 Edition, being Article 7 of the Code of
Public Local Laws of Maryland), title "Carroll County," subtitle
"Motor Vehicles," to follow immediately after Section 310 thereof,
to provide that it shall be unlawful in Carroll County to cause
or permit an unlicensed junk motor vehicle or parts thereof to be
left on private or public property in open view, and providing
civil and criminal penalties applicable to and properties excepted
from this provision.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 310A be and it is hereby added to the Code of
