CHAPTER 692
(House Bill 889)

AN ACT to amend REPEAL AND RE-ENACT WITH AMEND-
MENTS Section 12-9 "Payment of Fines," of the Code of Public
Local Laws of Prince George's County (1963 Edition,
AS AMENDED BY CHAPTER 417 OF THE ACTS OF 1965),
being also Article 17 of the Code of Public Local Laws of Maryland,
title "Prince George's County," subtitle "Circuit Court," subhead-
ing "Court Library," as last amended by Chapter 417 of THE ACTS
OF 1965, relating to the use of fines and recognizances within
Prince George's County to augment the expenses of the Circuit
Court Library and to provide that such fines and recognizances
shall not be accounted for in a separate fund but be a source of
revenue for the general fund of Prince George's County and
further to provide that Prince George's County shall expend certain
sums for augmentation of the Circuit Court Library from such gen-
eral fund, , AND TO CORRECT AN ERROR THEREIN.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12-9 of "Payment of Fines," of the Code of Public Local
Laws of Prince George's County (1963 Edition, AS AMENDED BY
CHAPTER 417 OF THE ACTS OF 1965), being also Article 17
of the Code of Public Local Laws of Maryland, title "Prince George's
County," subtitle "Circuit Court," subheading "Court Library," as
last amended by Chapter 417 of THE ACTS OF 1965, be and it is
hereby amended REPEALED AND RE-ENACTED to read as
follows:

12-9. Payment of Fines.

In Prince George's County, notwithstanding the provisions of any
other law, one-half of the fines imposed by and recognizances forfeited
to the Circuit Court for Prince George's County, Maryland, or the
several Justices of the Peace at Large for said County, designated as
Judges of the People's Court for Prince George's County, other than
fines imposed and recognizances forfeited with relation to the "Motor
Vehicles Laws" the laws respecting "Wild Life Birds and Game Fish
and Fisheries,"
"WILD FOWL-BIRDS AND GAME" AND "FISH
AND FISHERIES," and unless directed to be paid otherwise by the
law imposing them and excepting fines for the violation of ordinances
of any incorporated municipality of Prince George's County, but in-
cluding, however, fines and forfeitures for offenses at common law,
shall, within thirty days from the date of collection thereof, be paid to
the [Clerk of the Circuit Court] County Commissioners for Prince
George's County to become a part of the general fund, [to be expended
under the direction of the Judge or Judges of said Circuit Court for
the augmentation of the library of said Court and for the payment of a
salary to a Court Librarian; from the funds so received by the Clerk
of the Circuit Court,] The County Commissioners for Prince George's
County shall expend
the sum of seven thousand five hundred dollars
($7,500) annually [may be expended] for augmentation of said
library in THE procurement of additional books, publications, material
or fixtures for use therein, as may be directed by the Judges of said
Court from time to time; and in addition to the amount hereinabove
provided for augmentation of such library a sum not to exceed five
